Based on the experience of child advocates in Indian communities and on NICWA's own efforts, it emphasizes the importance of finding community organizers dedicated to seeing this problem eradicated from their communities. A prevention campaign would not be complete without a discussion of parental substance abuse, the number one contributor to child abuse and neglect, and its effects on a child's sense of security and well-being.
